WHY I'M WORKING TO BE ON CITY COUNCIL


Conroe is at a crossroads, working to move forward, yet dealing with significant issues related to underfunded infrastructure, mobility, and past projects that are current financial disasters. We’ve seen the impact of high density development on our infrastructure, drainage and roads, the clear-cutting of vegetation. We are encouraged by citizen involvement at city council, the adoption of recent city charter amendments, the unified community response to the proposed Blackfin Compression Station, and the ongoing work managing the debt that has been incurred from past administrations, in particular the debt service for the Hyatt Hotel and Convention Center and the Oscar Johnson Center. We will continue to prioritize the massively underfunded water and sewer infrastructure, including establishing long-term water sourcing. I’m running because there are still high-density developments that have already been approved for construction but are on the way as the water moratorium is lifted. We must continue to deal with these realities. Leadership finds solutions through adversity.


  I CONSIDER THESE AS KEY PRIORITIES FOR CONROE:


• Controlled, sustainable growth, including impact fees for new developments

• Maintaining a low tax rate

• Fiscal responsibility addressing the current City debt load

• Strengthening ordinances to preserve vegetation, lot sizing, and enhance quality of life 

• Strengthening our infrastructure (streets, water/sewer) and animal shelter

• Rejecting partisan and special interest group influence on city government

• Proposing further reductions of water/sewer rates

• Proposing further city property tax exemptions for seniors and disabled veterans

• Bringing career building industry (technical and manufacturing) to Conroe

• Enhancing Police and Fire Protection for our community; competitive salaries for Police/Fire/City Employees

My wife Rhonda and I were raised in Houston, Texas, moving to the Conroe area in 2012. We have three children and six grandchildren. I’m currently a board member of the Conroe Industrial Development Corporation (CIDC) which promotes business development within Conroe and provides additional insight into the business community. I’m also a member of the Gulf Coast Chamber of Commerce and Network Conroe business community. I have recently volunteered to work with city engineering on specific industrial facility proposal reviews, and have made recommendations to city council that CIDC be incorporated into industrial facility reviews and permitting. CIDC has never been chartered to be involved to this level before, but change is needed.


I retired after a successful 38-year career in Oil & Gas. I graduated from Texas A&M with a degree in Architecture and Environmental Design, and started my career with a Houston architectural firm. I soon transitioned into industrial design and construction within a major industrial engineering and construction firm, beginning as a designer. I was retained throughout numerous corporate transitions and mergers as I worked my way through virtually every department management position such as project management, logistics, contracts, quality control, facility design, construction, commissioning, and finally as a Senior Director of Construction at the end of my career. This experience refined my ability to understand overall goals, develop detailed planning and execution, effectively communicate, and how to lead and work with others.


I specialized in large ($100M to $2B) project feasibility and execution, often traveling to global locations to implement project feasibility development and management training. I developed most of the training materials and presentations that were used to teach, to motivate and to mentor other leaders. I also developed methodology and materials to successfully implement infrastructure renewal for major company clients. This included utilities such as water and sewer, roads, gas service, access, manufacturing facilities, etc. Again, this required the ability to not only effectively communicate and connect with others that I had never met before, but to also leave them with useful information.


After retirement to the Conroe area, I published a number of articles outlining the practices of the Montgomery County Appraisal District. The purpose of this effort was to educate and inform the average citizen of what really happens within the appraisal process and how the state tax code can be used in their favor. In addition to supporting citizen understanding of the appraisal process, I also created a community petition to support public election of the Chief Appraiser that was sent to our Texas Legislature. 


I served as the chairman of the Infrastructure Committee for a large Conroe neighborhood. This was a private non-annexed community that was responsible for its own streets, water, utilities, access, etc. This committee managed the entire range of community necessities, including all maintenance, utilities, new projects, bids/proposals, and repairs. 


More recently, I utilized my professional corporate background and experience within the core community group resisting the selection of a site directly adjacent to Bartholet Home Furnishings and I-45, in the center of residential/business locations for a natural gas compression station by Blackfin Pipeline LLC. Thanks to the upholding of a restrictive covenant on the property and a cross-community effort - almost 5000 petition signatures - that extended all the way to the governor's office, our group was successful in removing this hazardous facility from the proposed site. This was an unprecedented outcome, but does not stop here – I will work to strengthen Conroe city ordinances, not only for industrial facilities, but to limit tree clear-cutting, control development, and refine events requirements.


Conroe is growing rapidly – experienced objective leadership is needed, along with the ability to present clarity within our many issues and to work towards realistic solutions.

I will fully support and work to expand our Community Development Program and our Senior Support Centers. I will promote qualified and knowledgeable citizen participation in review and program feasibility committees. "Transparency" is probably one of the most overworked terms in campaigns. I believe involvement means action.

I utilized my corporate experience as a member of the core group that worked to stop the installation of the Blackfin Compression Station directly adjacent to Bartholet Home Furnishings and I-45, in the center of residential/business locations. The economic jeopardy to the area was over $100M. Almost 5000 petition signatures agreed with us.

I will support the expansion and charter of our Conroe Animal Shelter to promote full staffing, expanded adoption programs, and above all, to be  a safe haven for the abandoned and mistreated pets. I'm not talking about things we haven't experienced. That's me and Hopper, one of the 15 rescues our family has been blessed with.

My planning for City Council includes, but isn’t limited to the topics below. I say “not limited” because these aren’t singular issues - many are tied together, sometimes directly, sometimes indirectly. And I invite your input on what’s affecting you. Comprehensive and objective planning must include all factors, along with an understanding of the backgrounds and overall community impact. 


I’m prepared to discuss these in detail at area Council Candidate Open Forums between candidates, dates to be announced on social media. 


We’ll see what the other candidates come up with, outside of the comfort zone of Facebook posts that don't offer solutions.

No platitudes. No "we need..." without substance.

The homeless and people in need are part of our community. Conroe's non-profit organizations require specific city support - not barriers - to their ability to provide food, shelter, showers and basic needs. They go where the people need them, outside of a standard event ordinance.

Conroe isn't an isolated island, it's bisected by a major transportation artery and surrounded by other communities. I will promote better coordination and cooperation with Montgomery County and our adjacent communities, such as Willis, Woodlands, Montgomery, and other areas.

I will work to review and revise ordinances that directly impact our quality of life, such as tree/vegetation preservation,  lot sizing/density,  and a downtown market, among others. I will also ensure that our responders are competitively paid and fully equipped.
